Urge your Representative and Two Senators to Support (Co-sponsor) Energy Innovation and Carbon Dividend Legislation!

Background: In early April 2021, Rep Ted Deutch, founding co-chair of the House Bipartisan Climate Solutions Caucus, and 36 co-sponsors, introduced H.R. 2307, the Energy Innovation and Carbon Dividend Act (EICDA). The legislation seeks to reduce national carbon pollution emissions by over 90% by 2050 by pricing carbon at $15 per metric ton and increasing $10 every year. This level of ambition would be a significant step towards addressing the climate challenge, especially its impacts our poor and vulnerable neighbors, and our shared future.

As a very significant piece of climate legislation, we encourage you to ask your Representative to co-sponsor the Energy Innovation and Carbon Dividend Act (H.R. 2307) and to ask your Senators to introduce it in the Senate or co-sponsor once it is introduced.

EICDA is a market-based, revenue-neutral approach which would impose a fee on the carbon content of crude oil, natural gas, coal, and products derived from those fuels, at the point of production or import. Proceeds from the fee would be distributed monthly to American taxpayers in the form of a "dividend". Studies indicate that a large majority of taxpayers, including those in lower income brackets, would benefit from the dividend program.

There are a few other technical aspects of EICDA that may be important to keep in mind:

Exemptions from the fee would be made for agriculture and certain military uses.
A border adjustment provision would apply to carbon-intensive imports from countries that do not price carbon similarly. This discourages U.S. companies from moving production to countries with less stringent carbon pricing and could spur other countries to also put a price on carbon.

As a Catholic, I join with the U.S. Conference of Catholic Bishops in sharing my concern that climate change is adding significantly to the burdens borne by our poorest brothers and sisters at home and abroad. The Energy Innovation Act will help drive down the use of fossil fuels driving climate change and is worthy of your support. Together with investments in energy efficiency and renewable energy, pricing carbon is a key strategy in saving our planet for current and future generations. The EICDA is a needed step toward reducing greenhouse gas emissions. Though initial analysis shows that low-income individuals will benefit from this policy, I ask that you also provide supplemental support for households and communities that may need further financial relief due to rising energy prices.
